It was constructed on the example of a real town of 8,000 inhabitants in which most of the problems of contemporary towns can be found:

• An economic base of traditional industries which must be transformed into modernised industries, high-tech and tertiary activities. To do so the local authorities must deal with industrial brownfields, reclassify the older zones of activity and develop new ones. It must work on the attractiveness of its urban environment and its housing supply in order to attract new companies and skilled manpower.
• An old central district, with historical value, to restore while maintaining a population balance.
• The redevelopment of a railway station district around a multi-modal centre that includes improvements in inter-city service and the creation of an urban line of mass transportation.
• Neighbourhoods of rundown social housing of which part of the solution is reconstruction (razing then diversification of the housing) and the other renovation: rehabilitation of the dwellings, improvements in energy performance, improvements to exterior spaces and the neighbourhood’s facilities.
• Urban expansion into agricultural areas that should be limited by using the available land of the existing fabric.
• A natural and urban environment to be enhanced and improved: reconstitution of the ecosystem, a green and blue corridor.

The local authority must master all these problems simultaneously by forming strategic partnerships with the other actors, industrialists and promoters. It has a sustainable development scoreboard and in particular a carbon balance sheet that it will seek to improve throughout its municipal mandate.
